Upper and foundational ontologies optimise for broad applicability via sparse commitments. FPF’s recurring, high-cost failures are often elsewhere: under‑specified relations in prose, where ambiguity hides in arity, kind selection, viewpoint, and change semantics.
A.6.P is orthogonal to “add a global taxonomy”:
